Analysis of Presidential Speech – Feb. 24, 2009

I will not bore the reader by reviewing the methodology used for this analysis.  Suffice it to say, I did not hear the speech, nor have I listened to news broadcasts.  This analysis is based strictly on the text of the speech. 
                                                                                                                                                                                                                                                                                                                         While While there was much to comment on as a result of this analysis, I have only included those findings that reflect my top-line conclusions.  I invite your critique of my analysis. 

Top Line Conclusion(s) and Observations

If the purpose of this speech was to inspire confidence in the federal/national government, it failed.

  • “Those of us gathered here tonight have been called to govern in extraordinary times… For in our hands lies the ability to shape our world for good or for ill.”

  • “Not because I believe in bigger government – I don’t.” (Contradiction to the language / ideas contained in this speech)

If the purpose of this speech was to further undermine the Constitutional Republic ideals upon which it was founded via the “economic crisis,” it succeeded.   

Given the language and ideas expressed, this speech clearly laid out a “plan” to grow the size, influence and power of the national/federal government.

Attempting to substitute the word/idea of “investment” in place of “spending” by the government was not successful.

  • “We have made the largest investment in basic research funding in American history…”

  • “Our recovery plan will invest in electronic health records ... and it makes the largest ever in preventative care …”
     
  • “… we have made an historic investment in education through the economic recovery plan… we’ll invest in innovative programs that are already helping schools …and we will expand our commitment to charter schools.”
     
  • “the budget I submit will invest in the three areas that are absolutely critical to our economic future: energy, health care, and education.” 

  • “We are creating a new lending fund …”
     
  • “We have launched a housing plan … “
     
  • “We will act with the full force of the federal government to ensure that the major banks … have enough money to lend in more difficult times.”
     
  • “… this plan will require more significant resources from the federal government …”

There is no reference in “cutting government spending.” Only token references to eliminating wasteful programs, etc by the government. 

Further, (from my personal perspective) there is a disturbing trend in the rhetoric associated with what this President perceives to be his duties and limits on his executive powers and, indeed, on the proper role of our government.

·        “… the goal of this administration is to ensure every child has access to a complete and competitive education – from the day they are born to the day they begin a career.”

·        “I have told each member of my Cabinet as well as mayors and governors across the country that they will be held accountable by me … for every dollar they spend.” 

·        I will not spend a single penny for the purpose of rewarding a single Wall Street executive, but I will do whatever it takes to help the small business that can’t pay its workers or the family that has saved and still can’t get a mortgage.”

·        So I ask this Congress to join me in doing whatever proves necessary … It is time to put in place tough, new common-sense rules of the road so that our financial market rewards drive and innovation, and punishes short-cuts and abuse.”

·        “I can assure you that the cost of inaction will be far greater, for it could result in an economy that sputters along for not months or years, but perhaps a decade. That would be worse for our deficit, worse for business, worse for you, and worse for the next generation. And I refuse to let that happen.”

·        “In the next few days, I will submit a budget to Congress. So often, we have come to view these documents as simply numbers on a page or laundry lists of programs. I see this document differently. I see it as a vision for America – as a blueprint for our future.”

Summary

Based upon this semantic analysis, President Obama today delivered an inaugural address with a world-wide focus, not a focus on the United States of America.   

Virtues of those who have come before us in our country were mentioned; the positive attributes of America were mentioned; the concept of “crisis” was likewise mentioned; yet these sub-themes were short-lived and eclipsed by the ‘world of nations’ tone of the speech. 

The absence of the use of the term “United States” was striking. Instead, President Obama called upon Americans to “begin again the work of remaking America.”

President Elect Obama's Economic Speech

My analysis of  President Elect Obama's speech on the economy includes:

1. Reading the speech through once.  Then reading the speech "backward" three times and making notes. For the latter I began with the following:
"That’s why I’m calling on all Americans ..." 
 
2.  Comparing and contrasting the 'conclusion' above with the text and ideas represented in the rest of the speech.  
3. Doing word counts and noting words that were absent. 
 
Enough of that. 
 
Overall Conclusion
President Elect Obama's speech appears more suited to have been delivered by a State or County executive, rather than President of the United States.  
 
The presumptive nature of stating what "we/we'll" do, rather than recommending to the House and Senate that they consider options for the U.S. economy indicates an attention to detail that does not necessarily befit the "chief executive." 
         
  1. we will double the production of alternative energy
  2. We will modernize more than 75 percent of federal buildings and improve the energy efficiency of 2 million American homes
  3. we will put Americans to work
  4. we will make the immediate investments necessary
  5. we will equip tens of thousands of schools, community colleges, and public universities with 21st century classrooms, labs, and libraries.
  6. we will begin to rebuild America
  7. we will launch an unprecedented effort to eliminate unwise and unnecessary
  8. A world that depends on the strength of our economy is now watching and waiting for America to lead once more, and that is what we will do.
  9.  we will look back on 2009 as one of those years
  10. We’ll provide new computers, new technology,
  11. we’ll put people to work repairing crumbling roads, bridges, and schools
  12. we’ll also do more to retrofit America for a global economy
  13. we’ll continue the bipartisan extension of unemployment insurance and health care coverage
  14. we’ll invest in what works.
  15. The true test of the policies we’ll pursue won’t be whether they’re Democratic or Republican ideas, whether they are conservative or liberal ideas
  16. we’ll invest in priorities like energy and education; health care and a new infrastructure that are necessary to keep us strong and competitive in the 21st century 
There appears to be a lack of  understanding of the role of the national Executive Branch relative to the other brances, the States and the citizenry of the United States.  (See the "We will/We'll quotes to see examples of citizen references)

  3. Congress to act without delay
  4. I’m asking Congress to work with me and my team

    In addition:  "And that is why the time has come to build a 21st century economy in which hard work and responsibility are once again rewarded."
 
Over use of "crisis" type language is indicative of an emotional, rather than pragmatic approach to an issue. Given this idea has already received extensive coverage, I will forgo taking up the space to post examples here.

What My Parents Taught Me ...

At Christmas time, I think of my parents. In the context of TH, I want to share with the blogosphere some of the lessons I learned from my parents. 

Right and Wrong

Mom and Dad were adamant that I know right from wrong. They used the Bible, and especially the Ten Commandments, in order to make sure I had a conscience.

Look it Up

Growing up I remember being told to “look it up,” when I had questions. Whether their view of politics, historicity of the United States or their Christian convictions -- Mom and Dad expected me to ask questions, learn and base my positions on solid ground. It was a pain when I was young, but I am grateful for their admonition.

Love your Country

My parents wanted us kids to inherit a stronger, more stable country than the one they had grown up in and loved so deeply. As young as 14, my folks started warning me that the United States had been veering off course and that I might get caught up in some very ugly situations. 

Do Not Compromise

Whether my personal life or public life, the folks urged me not to compromise. Somehow out of those ‘lectures’ I eventually learned not to rely on emotionalism or emotional-ridden political arguments.

Now don’t get the wrong idea. We were not the Cleavers. Like all us human beings, we were flawed humanoids. I choose to focus on the lessons I learned. 

If Mom and Dad were alive, I think they might be proud of me expressing my opinions in this forum. At the same time, they would be mortified to see further decline of the ConstitutionalRepublic they knew to be the United States prior to their deaths.

Though I was not blessed with children in this life, please know I want to leave your sons and daughters a country that more nearly reflects the intentions of the Founders: liberty and freedom wrapped in personal responsibility and dedication to doing what is right.

I Wanna' Be Tsaress

 
Forget Car Czar, I am applying for Tzaress of the United States – tenure 4 years. Listed is the core of my platform:
  1. The Declaration of Independence will be reviewed by all National elected officials four times a year.
  2. The President of the United States will only execute those duties outlined for the Executive in the United States Constitution.
  3. Any law passed by the Legislative Branch must be accompanied by the repeal of 100 laws already on the books.
  4. No new National Government offices/departments or such unless 5 others of equal or greater size in expenditure are first eliminated.
  5. No more electing Senators. We will go back to the States providing the bodies for this chamber. States -- do your duty and duke it out at your end. If you don’t send anybody, then you won’t be represented in the Senate.
  6. No Congressman/woman will serve more than 3 terms, consecutive or otherwise.
  7. All pensions and other benefits associated with elected officials who are or have served in Washington D.C. will be phased out during my tenure.
  8. The Supreme Court will hear Constitutional Cases only – no more tinkering with States rights or bowing to special interests.
  9. We will move toward the States coughing up the bucks for the National Government. This will be accomplished within my tenure as Tzaress. Individual income tax will be abolished – for good.
  10. In addition to consulting those who are supposed to know what they are doing, representatives of those who work hard, do their best to pay their bills, try to do the right thing, and sacrifice to keep their good name will be consulted to formulate domestic economic policy.
  11. The National Government will get its mitts out of the hands of business. If a business wants to hire/pay greedy people, then it’s up to the customers and/or shareholders to hold that business accountable.
  12.  No laws associated with a “religious state” will supplant U.S. or State law in any State, county or city/town on the sovereign soil of the United States.

The appointment committee has requested clarification on two of my "platform" planks:

1. The Declaration of Independence will be reviewed by all National elected officials four times a year.
 
Q: "Why the DOI and not the Constitution?"

A: What separates the U.S.A. from other countries is not our Constitution.  Any two-bit dictator can operate under the illusion of a "constitution."  Think of the DOI as the CPU of the United States.  The Constitution is the operating system.  The laws, rules, etc are akin to software.  Nothing works if the CPU isn't present.  Hope that clarifies plank number 1.

10. In addition to consulting those who are supposed to know what they are doing, representatives of those who work hard, do their best to pay their bills, try to do the right thing, and sacrifice to keep their good name will be consulted to formulate domestic economic policy.

Q: "What is the purpose of consulting those who work hard ....?

A: Two-fold.  First, anyone in any profession can eventually get caught up in the process and forget the basics.  Bringing the citizenry into the process will remind these folks of the basics and also remind politicians whom they are serving.  Second, those who are served need to be reminded that their involvement is critical to the success of the Republic.  My hope is that this involvement will serve as an example to other citizens that they need to be involved. 

I trust these clarifications are sufficient to the appointment committee.
